I need free legal websites to download music for my shuffle.
Do a Google search for 'Podsafe Music' you'll find hundreds of sites with songs from independent bands that you can download for free legally. For major label artists you have to pay to use services like iTunes and Napster get your music legally. Avoid peer to peer networks like limewire and blubster because of all the viruses, adware and spyware, not to menfree websites to download music for freetion it's illegal to download copyrighted music from them.

Not sure if its shuffle compatible, but I use bearshare its great, I love it!
pitchforkmedia.com, these guys put up a lot of emerging and independent (indie) bands,free websites to download music for free so if that's not your style, iTunes usually has a free music tuesday thing. Dunno if they still do that.
i would go with limewire
since it really doesnt matter what music you put on your shuffle
since it has no screen to see what your listening to
and there is a way to sync your ipod shuffle to your computer and add songs from limewire
